Ported from QML branch.
Main "big" change is that EmuThread is now a shared state in QtCommon,
not individually managed/passed around by GRenderWindow and MainWindow.

- our logging code was bigger than spdlog itself, why???? just keep it simple
- fix issues when logging before logging system is even started
- removes the "initialized logging twice" issue
- removes uneeded indirection in file logging
- uses direct formatting instead of jumping hoopla-around the fmt::format() ressult
- code duplication and dead code removal as usual
I did explore dup2() but I think it's not worth the hassle
I did try `fwopen()` but it's better if things are just kept as-is.
there is a lot of noise because I removed a bunch of redundant files on logging and just put everything in one file
now normally this wouldn't be a good idea, however consider: the complexity of logging; it's less than 500 lines... does it really need a whole subsystem?!?!?! ITS JUST LOGGING

This is part of a series of PRs made in preparation for the QML rewrite. this PR specifically moves a bunch of utility functions from main.cpp into qt_common, with the biggest benefit being that QML can reuse the exact same code through ctx passthrough.
Also, QtCommon::Frontend is an abstraction layer over several previously Widgets-specific stuff like QMessageBox that gets used everywhere. The idea is that once QML is implemented, these functions can have a Quick version implemented for systems that don't work well with Widgets (sun) or for those on Plasma 6+ (reduces memory usage w/o Widgets linkage) although Quick from C++ is actually anal, but whatever.
Other than that this should also just kinda reduce the size of main.cpp which is a 6000-line behemoth rn, and clangd straight up gives up with it for me (likely caused by the massive amount of headers, which this DOES reduce).
In the future, I probably want to create a common strings lookup table that both Qt and QML can reference--though I'm not sure how much linguist likes that--which should give us a way to keep language consistent (use frozen-map).

Replaces every way of handling config for each frontend with SimpleIni. frontend_common's Config class is at the center where it saves and loads all of the cross-platform settings and provides a set of pure virtual functions for platform specific settings.
As a result of making config handling platform specific, several parts had to be moved to each platform's own config class or to other parts. Default keys were put in platform specific config classes and translatable strings for Qt were moved to shared_translation. Default hotkeys, default_theme, window geometry, and qt metatypes were moved to uisettings. Additionally, to reduce dependence on Qt, QStrings were converted to std::strings where applicable.

Needs a considerable amount of management specific to some of
the comoboboxes due to the audio engine configuration.
general: Partial audio config implmentation
settings: Make audio settings as enums
We can iterate through the AdvancedGraphics settings and generate the UI
during runtime. This doesn't help runtime efficiency, but it helps a ton
in reducing the amount of work a developer needs in order to add a new
setting.
Loading it when the configuration opens now incurs a noticeable delay.
We also don't need to rediscover the same data repeatedly each time the
configuration opens.
Moves vulkan device info discovery to yuzu's startup as opposed to the
configure_graphics constructor.
This option is only visible if an Intel GPU using the proprietary
driver is found during Vulkan device enumeration.
configure_graphics: More directly get driver id
Vulkan::Device does quite a bit more than we need just to see the
driver ID here.
[REUSE] is a specification that aims at making file copyright
information consistent, so that it can be both human and machine
readable. It basically requires that all files have a header containing
copyright and licensing information. When this isn't possible, like
when dealing with binary assets, generated files or embedded third-party
dependencies, it is permitted to insert copyright information in the
`.reuse/dep5` file.
Oh, and it also requires that all the licenses used in the project are
present in the `LICENSES` folder, that's why the diff is so huge.
This can be done automatically with `reuse download --all`.
The `reuse` tool also contains a handy subcommand that analyzes the
project and tells whether or not the project is (still) compliant,
`reuse lint`.
Following REUSE has a few advantages over the current approach:
- Copyright information is easy to access for users / downstream
- Files like `dist/license.md` do not need to exist anymore, as
`.reuse/dep5` is used instead
- `reuse lint` makes it easy to ensure that copyright information of
files like binary assets / images is always accurate and up to date
To add copyright information of files that didn't have it I looked up
who committed what and when, for each file. As yuzu contributors do not
have to sign a CLA or similar I couldn't assume that copyright ownership
was of the "yuzu Emulator Project", so I used the name and/or email of
the commit author instead.

bringing up QObject breaks the link with the GameListItemCompat
This crash happens 100% of the time (on Linux at least), you just need
to open the configure window and click OK.
It seems to happen when the tabs are destroyed and once all the tabs are
destroyed, a final signal is sent with `index == -1`. So `debug_tab_tab`
doesn't exist anymore when this happens, so the crash.
This commit renames the "Services" tab to "Network" and adds a combobox that allows the user to select the network interface that yuzu should use. This new setting is now used to get the local IP address in Network::GetHostIPv4Address. This prevents yuzu from selecting the wrong network interface and thus using the wrong IP address. The return type of Network::GetHostIPv4Adress has also been changed.
Decouples the CPU debugging mode from the enumeration to its own
boolean. After this, it moves the CPU Debugging tab over to a sub tab
underneath the Debug tab in the configuration UI.
Builds on german77's work to reset all settings back to their defaults.
This include UISettings and Settings values structs, but does not affect
save profiles, input profiles, and game directories.
This works from a button input in configure_general. When activated, it
calls a callback to close the whole configure dialog, then GMainWindow
deletes the old configuration, both on disk and in memory, and
reinitalizes a new one. It also resets a portion of the UI and calls the
telemetry window prompt.
Most of the code already exists to do this, but the Apply button itself
was never added. This adds a button and boolean that tells yuzu to save
the configuration after applying settings, even if close/Cancel is
pressed on the dialog. Changes after applying will not be saved when
Cancel is pressed, though.
Removes all remaining usages of the global system instance. After this,
migration can begin to migrate to being constructed and managed entirely
by the various frontends.
Abstracts most of the input mechanisms under an InputSubsystem class
that is managed by the frontends, eliminating any static constructors
and destructors. This gets rid of global accessor functions and also
allows the frontends to have a more fine-grained control over the
lifecycle of the input subsystem.
This also makes it explicit which interfaces rely on the input subsystem
instead of making it opaque in the interface functions. All that remains
to migrate over is the factories, which can be done in a separate
change.
