Shotgun attempt to fix fullscreen issue on samsung dex.
External test mapping:
bit 1, value 2: disable runtime fullscreen attempts
bit 2, value 4: force runtime user-landscape
bit 3, value 8: add legacy sticky system UI flags
bit 4, value 16: add delayed retries
bit 5, value 32: runtime orientation unspecified
bit 6, value 64: add FLAG_LAYOUT_NO_LIMITS
Good smoke masks: 0, 8, 16, 24, 4, 12, 20, 28, 32, 40, 64, 72, 88, 2.
EDIT: 8 (bit 3) did the trick. All cleaned up.

These files were generated by the glad OpenGL loader generator and have been checked in as-is. You can re-generate them using glad with the following command:
python -m glad --profile core --out-path glad/ --api gl=3.3 --generator=c
